The Academic Council is a collegial governing body that coordinates the scientific, academic, and methodological activities of Khalel Dosmukhamedov Atyrau University. The Council considers matters related to determining the University’s development strategy, priority areas of research and educational activities, personnel policy, as well as nominations for the conferment of academic degrees. The Council consists of 29 members.

ACADEMIC COUNCIL

The Academic Council is an elected collegial body.

When considering matters that, in accordance with the University Charter and/or the legislation of the Republic of Kazakhstan, fall within the exclusive competence of the University’s governing bodies, decisions adopted by the Council on such matters shall be advisory in nature.

The term of office of the Academic Council is three years.

In its activities, the Academic Council is guided by the legislation of the Republic of Kazakhstan, the Model Regulations on the Activities of the Academic Council of a Higher Education Institution, as well as the Charter of the University.

The Academic Council is chaired by the Chairman of The Board – Rector of the University.

The personal composition of the Academic Council is approved by order of the Chairman of The Board – Rector.

Within its competence, the Academic Council performs the following functions:

         1.      Reviews and adopts decisions on matters related to scientific, academic, methodological, and educational work.

         2.      Reviews the long-term development plan of the educational-laboratory and research-laboratory facilities.

         3.      Considers issues related to the conferment of academic titles to faculty and research staff.

         4.      Reviews and approves internal regulations.

         5.      Adopts decisions on all matters concerning the organization of the educational process.

         6.      Reviews matters related to the implementation of the University’s Strategic Development Plan.

         7.      Reviews and adopts decisions on key issues of the University’s social development.

         8.      Summarizes the results of the University’s activities for the past academic year

         9.      Periodically reviews reports on the academic, research, and educational activities of the University.

         10.    Reviews reports on the activities of other structural divisions within the University.

         11.    Reviews, for subsequent approval by the Management Board of the University, higher and postgraduate education programs in accordance with the State Mandatory Education Standards.

         12.    Considers other matters related to the activities of the University that require a collegial decision.

Meetings of the Academic Council are held once a month in accordance with the approved work plan.

If necessary, additional meetings may be held.

To organize the preparation of matters submitted for consideration by the Academic Council, to monitor the implementation of adopted decisions, to summarize practice, and to develop proposals for improving the forms and methods of the Council’s work, an Academic Secretary is appointed from among its members by order of the Chairman of The Board – Rector of the University for a term of three years.

The Academic Secretary is responsible for the timely and proper preparation of materials for meetings of the Academic Council, as well as for maintaining the Council’s documentation.

The Veteran's Council is a public organization within the University. It now has 81 members. Of these, 70% are employees with academic titles and degrees. At General meetings of the Council of veterans, there are special provisions that have been discussed and approved by the city Council of veterans. According to the provisions, University veterans contribute to the development of the educational process of the institution. Young colleagues and students participate in patriotism, Kazakhstan patriotism, respect for national values of the country. Actively participating in all important events held in the country ensures the implementation of the policy of the Head of state. All important events held during the year: Knowledge Day, Teacher's Day, First President's Day, Independence Day, New Year, Nauryz and others. So, May 31, 2015-2016 years in celebration of the "Day of memory of victims of political repression", the students of humanitarian faculty were organized and held the event on "the names are not forgotten", which was attended by veterans of the faculty Sh. Nagimov and A. Sarsenov. Veterans of the University together with the teaching staff of the faculties took part in educational meetings and seminars "Alash movement-100 years", "In the flow of history", etc. The Council of veterans together with the rector of the University successfully solves the issues of social protection of University veterans. At each holiday, veterans will be presented with gifts. In addition, with the direct participation of the rector of the University, it should be noted that veterans of the University have free access to various concerts and stage productions. Over the past two years, along with concerts by the Kurmangazy State Orchestra of folk instruments a prominent cultural figure T. Burmistrova, a cultural figure K. The main goal of the Educational and Methodological Council is to ensure stable growth in the quality of educational services; to organize the educational process at a modern level by implementing advanced systems, technologies, teaching methods, and professional development for administrative staff and faculty. To achieve these goals, the following tasks must be completed:

·         organization of monitoring of methodological quality assurance of the educational process;
·         planning, organizing examination and providing recommendations for the publication of educational and methodological literature, textbooks and other materials published by the university publishing house;
·         methodological support and improvement of the educational process at the university;
·         dissemination and implementation of advanced achievements in organizing and improving educational and methodological work;
·         preparation of proposals for the development 

 

Office for Ensuring and Improving Academic Quality and Development of educational Programs

The tasks of the Office are to ensure and improve the academic quality and development of educational programs:
  - monitoring of the implementation of the University's EP;
- development of internal regulatory documentation for the formation and approval of educational programs;
- planning and coordination of educational-methodical work in implementation of educational programs of the University in accordance with the state license to conduct educational activities, SCES of the RK and approved by a rector of the University internal documents;
- providing methodological assistance to departments in the development of educational programs in accordance with professional standards and proposals of employers, organization of seminars, conferences;
- monitoring the compliance of educational programs entered in the register of educational programs of the authorized body in the field of education, SES and developed according to the National Qualifications Framework and the Sectoral Qualifications Framework in the field of education;
- providing informational report about implementation of the EP MES;
- analysis of the quality of educational process planning and compliance with regulatory requirements;
- improving the educational process and enhancing the quality of educational activities;
- providing methodological assistance in organizing the activities of Academic Councils in the areas of personnel training.

Functions of the Office ensuring and improving the academic quality and development of educational programs:
1. plans the educational process in accordance with the rules of the organization of the educational process on credit-based education and approved intra-university regulatory documents;
2. develops Regulations for the development and approval of educational programs;
3. provides methodological assistance to departments in the creation of educational programs;
4. coordinates the discussion and preparation for approval of the catalog of elective disciplines in all EP of the University; the development and approval of the acting educational plans; creation and preparation for approval of academic calendar draft and schedules of educational process for the academic year by forms and courses; check education records in the departments of: acting educational programs (Syllabus), educational and methodical complexes of disciplines, methodological guidelines, etc., and also for the design and making course projects (works), tutorials, list of analysis of educational-methodical documentation by teachers in the automated system «Platonus»;
5. supervises the work of Academic Councils in the areas of personnel training;
6. supervises the implementation of the plan for the publication of educational and methodological literature prepared by the faculty staff of the university;
7. determines the norms for calculating the time of teaching load of the university faculty, determines amount of teaching load and staff, submits for approval, analyzes calculation of hours and distribution of the teaching load in the department;
8. makes suggestions for improving the training system;
9. improves internal regulatory and methodological documentation related to the educational process;
10. prepares references and information on issues considered for the Academic Council, the Rector's Office;
11.provides information on requests and letters of the Ministry of Education and Science of the Republic of Kazakhstan.

Sembay Ernur Zhumakhmetuly is the President of the Student Self-Government for the 2025–2026 academic year.

During the presidential elections held from September 16 to 29, he received 390 votes and won the election.
Sembay Ernur Zhumakhmetuly is a native of the Kurmangazy District of the Atyrau Region. He is currently a 3rd-year student at the Faculty of Multilingual Education at Kh. Dosmukhamedov Atyrau University.

In 2024, he was a member of the “Ақтаңгер” poetry club.
In 2024, he was also a member of the “Көшбасшы” intellectual club.

Purpose of the Student Self-Government Structure:

• Development of student organizations within the university

• Addressing актуal issues and problems faced by students

• Promotion of a healthy lifestyle among students

• Enhancing students’ creativity

• Development of organizational and leadership skills among youth

Structure of the Dormitory Student Council

      The Dormitory Student Council is a student self-governance body aimed at organizing leisure activities for students living in the dormitory, increasing their social engagement, and supporting student initiatives. The Council organizes cultural, social, and educational events within the dormitory, as well as facilitates the resolution of students’ current issues.
