The Veteran's Council is a public organization within the University. It now has 81 members. Of these, 70% are employees with academic titles and degrees. At General meetings of the Council of veterans, there are special provisions that have been discussed and approved by the city Council of veterans. According to the provisions, University veterans contribute to the development of the educational process of the institution. Young colleagues and students participate in patriotism, Kazakhstan patriotism, respect for national values of the country. Actively participating in all important events held in the country ensures the implementation of the policy of the Head of state. All important events held during the year: Knowledge Day, Teacher's Day, First President's Day, Independence Day, New Year, Nauryz and others. So, May 31, 2015-2016 years in celebration of the "Day of memory of victims of political repression", the students of humanitarian faculty were organized and held the event on "the names are not forgotten", which was attended by veterans of the faculty Sh. Nagimov and A. Sarsenov. Veterans of the University together with the teaching staff of the faculties took part in educational meetings and seminars "Alash movement-100 years", "In the flow of history", etc. The Council of veterans together with the rector of the University successfully solves the issues of social protection of University veterans. At each holiday, veterans will be presented with gifts. In addition, with the direct participation of the rector of the University, it should be noted that veterans of the University have free access to various concerts and stage productions. Over the past two years, along with concerts by the Kurmangazy State Orchestra of folk instruments a prominent cultural figure T. Burmistrova, a cultural figure K. Kakimov, the staff of the Makhambet regional drama theater now has the opportunity to watch several performances for free. Composition of the University's Veterans ' Council. The main goal of the educational and methodological Council is to ensure sustainable growth of the quality of Educational Services; Organization of the educational process at a modern level through advanced systems, technologies, teaching methods and professional development of administrative staff and teaching staff. To achieve the goals set, it is necessary to carry out the following tasks:
- organization of monitoring of methodological support for the quality of the educational process;
- planning, organization of expertise and submission of recommendations for the publication of educational and methodological literature, textbooks and other materials published by the University Publishing House;
- improving the educational process and providing methodological services at the University;
- dissemination and implementation of advanced achievements in the organization and improvement of educational and methodological work;
- preparation of proposals for the development of the quality management system and the implementation of the results of educational and methodological materials in the educational process;
- organization of work on the improvement of existing technologies, methods, teaching aids and the introduction of new ones at the University;
- coordination of work to improve the scientific and methodological potential of the teaching staff;
- participation in the certification of education workers;
Direction of work
The educational and methodological council consists of the following commissions:
- Checking the quality of educational programs;
- Monitoring of assessment and training methods;
- Educational and methodical works;
- Integration of Education, Science and business;
- Formation of a contingent of students.
Composition
The position of the chairman of the EMC is carried out by the chairman – vice – rector for Academic Affairs.

Имеет консультативно-совещательную функцию, предусматривающую вопросы профилактики и страхования правонарушений в сфере образования, соблюдения коррупционного законодательства, обеспечения морально-этических норм в коллективе, укрепления трудовой дисциплины;
- осуществляет борьбу с нарушителями внутренней дисциплины университета в сотрудничестве с руководителями структурных подразделений вуза;
-рассматривает вопросы, касающиеся дисциплинарных проступков сотрудников и обучающихся, профессорско-преподавательского состава, лиц, занимающих должности структурных подразделений и разногласий между преподавателями и обучающимися.

Sembay Ernur Zhumakhmetuly is the President of the Student Self-Government for the 2025–2026 academic year.
During the presidential elections held from September 16 to 29, he received 390 votes and won the election.
Sembay Ernur Zhumakhmetuly is a native of the Kurmangazy District of the Atyrau Region. He is currently a 3rd-year student at the Faculty of Multilingual Education at Kh. Dosmukhamedov Atyrau University.
In 2024, he was a member of the “Ақтаңгер” poetry club.
In 2024, he was also a member of the “Көшбасшы” intellectual club.

Structure of the Dormitory Student Council
The Dormitory Student Council is a student self-governance body aimed at organizing leisure activities for students living in the dormitory, increasing their social engagement, and supporting student initiatives. The Council organizes cultural, social, and educational events within the dormitory, as well as facilitates the resolution of students’ current issues. Its activities are carried out under the guidance of the Department of Youth Policy.

The Academic Council is a collegial governing body that coordinates the scientific, academic, and methodological activities of Khalel Dosmukhamedov Atyrau University. The Council considers matters related to determining the University’s development strategy, priority areas of research and educational activities, personnel policy, as well as nominations for the conferment of academic degrees. The Council consists of 29 members.
ACADEMIC COUNCIL
The Academic Council is an elected collegial body.
When considering matters that, in accordance with the University Charter and/or the legislation of the Republic of Kazakhstan, fall within the exclusive competence of the University’s governing bodies, decisions adopted by the Council on such matters shall be advisory in nature.
The term of office of the Academic Council is three years.
In its activities, the Academic Council is guided by the legislation of the Republic of Kazakhstan, the Model Regulations on the Activities of the Academic Council of a Higher Education Institution, as well as the Charter of the University.
The Academic Council is chaired by the Chairman of The Board – Rector of the University.
The personal composition of the Academic Council is approved by order of the Chairman of The Board – Rector.
Within its competence, the Academic Council performs the following functions:
1. Reviews and adopts decisions on matters related to scientific, academic, methodological, and educational work.
2. Reviews the long-term development plan of the educational-laboratory and research-laboratory facilities.
3. Considers issues related to the conferment of academic titles to faculty and research staff.
4. Reviews and approves internal regulations.
5. Adopts decisions on all matters concerning the organization of the educational process.
6. Reviews matters related to the implementation of the University’s Strategic Development Plan.
7. Reviews and adopts decisions on key issues of the University’s social development.
8. Summarizes the results of the University’s activities for the past academic year
9. Periodically reviews reports on the academic, research, and educational activities of the University.
10. Reviews reports on the activities of other structural divisions within the University.
11. Reviews, for subsequent approval by the Management Board of the University, higher and postgraduate education programs in accordance with the State Mandatory Education Standards.
12. Considers other matters related to the activities of the University that require a collegial decision.
Meetings of the Academic Council are held once a month in accordance with the approved work plan.
If necessary, additional meetings may be held.
To organize the preparation of matters submitted for consideration by the Academic Council, to monitor the implementation of adopted decisions, to summarize practice, and to develop proposals for improving the forms and methods of the Council’s work, an Academic Secretary is appointed from among its members by order of the Chairman of The Board – Rector of the University for a term of three years.
The Academic Secretary is responsible for the timely and proper preparation of materials for meetings of the Academic Council, as well as for maintaining the Council’s documentation.
