A scientific and practical round table titled “The Constitution as the Foundation of Statehood” dedicated to the Constitution of the Republic of Kazakhstan was held at Khalel Dosmukhamedov Atyrau University.
The event was opened by Chairman of the Board - Rector Salamat Idrissov, who emphasized the strategic importance of the Constitution in the life of the state.
“We have gathered at an important scientific and practical round table dedicated to the Constitution of the Republic of Kazakhstan. The Constitution is the foundation of statehood, the core of our legal system, and the main guarantee of stability and justice in society. The country’s development path, the structure of state power, and the rights and freedoms of citizens are all clearly defined in this fundamental law,” the rector noted.
During the round table, Chairman of the Public Council under the Ministry of Science and Higher Education of the Republic of Kazakhstan, Deputy Chairman of the Republican Public Association “Zhanaru” Anti-Corruption National Movement, Doctor of Philological Sciences, Professor Beibit Mamrayev delivered a report on democratic transformations and legal reforms in the country. He particularly highlighted the role of constitutional norms in combating corruption and building an open society.
As part of the event, Deputy Head of the Regional Department of the Agency for Civil Service Affairs of the Republic of Kazakhstan Ainur Yensegenova delivered a speech emphasizing the importance of ensuring transparency in public service and modernizing public consciousness.
The presentations section of the round table thoroughly addressed some of the most pressing legal issues facing society. Amangeldi Abdolov discussed international and domestic systems for protecting human rights and explained ways to safeguard citizens’ legal interests. Dinara Zhemshebay emphasized the decisive role of prosecutorial bodies in ensuring the rule of law and the importance of legal supervision.
Meruert Muzatova highlighted the constitutional foundations of statehood and the special role of the Constitution in maintaining social stability. Zhanna Shayakhmetova provided a scientific analysis of the legal foundations of civil liberties and the relationship between legal awareness and social responsibility.
Modern global challenges were also discussed. Police Captain Dauren Mukhanbetaliyev explained practical ways to protect citizens from internet fraud, which has become a major issue in modern society. University student Yelaman Seilkhanov presented new legislative directions and trends in the development of digital law within the framework of the Digital Kazakhstan program.
During the event, several faculty members and staff who have made significant contributions to the development of the university and the advancement of science and education in Kazakhstan were awarded honors from the Ministry of Science and Higher Education of the Republic of Kazakhstan.

At the end of the event, Beibit Mamrayev congratulated the university’s scientific library staff and guests of the round table on National Book Day.
