Biography

KULYAN NURBAYEVNA NURSULTANOVA is a Candidate of Economic Sciences, Associate Professor, Senior Lecturer, and a qualified scholar and educator with many years of experience in the oil and gas industry and higher education system. She obtained her higher education at the I.M. Gubkin Moscow Institute of Petrochemical and Gas Industry, Order of the Red Banner of Labour, where she graduated with a degree in “Economics and Organization of the Oil and Gas Industry” and qualified as an engineer-economist. She later continued her postgraduate studies at the same institution and successfully defended her dissertation, earning the academic degree of Candidate of Economic Sciences. She began her professional career in 1978 as an engineer in the design and estimation department of “Kazmunaigas Exploration” production association. From 1981 to 1986, she studied full-time in postgraduate studies at the Department of Economics of the I.M. Gubkin Moscow Institute of Petrochemical and Gas Industry. From 1987 to 1992, she headed the sector for research economics and market relations in the oil and gas production industry at the State Economic Committee of the Republic of Kazakhstan. From 1993 to 1996, she served as Head of the Economic Department at the state holding company “Munaigaz.” From 1997 to 2000, she worked as Director of the Economics and Finance Department at JSC “Kazakhstankaspiyshelf,” and as Vice President for Economics and Finance at JSC “Kazakhoilpromgeophysics.” From 2000 to 2013, she held senior positions including Deputy CEO of “Tenge” JV LLP, Business Analyst at the Kazakhstan branch of Nelson Resources Limited, and Finance Director of “Zhalgyztobemunaigas” LLP. From 2014 to 2018, she worked as a Chief Specialist in the Cost Control Department at “Kazakhstan Petrochemical Industries” LLP. Since 2019, she has been working at Kh. Dosmukhamedov Atyrau University as a Senior Lecturer and Associate Professor of the Department of Management. Her research interests include regional and sectoral economics. She participated in a scientific study on the topic “Economic Aspects of the Republic of Kazakhstan’s Membership in the World Trade Organization” and is a co-author of an article published in 2025 in the scientific journal Bulletin of Atyrau University named after Kh. Dosmukhamedov. In her teaching activity, she delivers a wide range of courses at bachelor’s and master’s levels, including “Economic Theory,” “Macroeconomics,” “Project Management,” “Organizational Behavior,” “Corporate Management,” as well as modern disciplines such as “Strategic Management,” “Strategic Human Resource Management,” “HR Management Trends,” “Smart HR,” “Conflictology,” “Coaching,” and others. She is also a co-author of the textbook “Operational and Production Management” (2021).
