Biography
In 1984–1989, she graduated from the Faculty of History and Philology of the Guryev Pedagogical Institute with a qualification of “Teacher of History, Social Studies, and Soviet Law.” She is a Professor at the Department of Kazakhstan History and World History of the Faculty of Humanities and Arts at H. Dosmukhamedov Atyrau State University.
In 2002, she defended her Candidate of Sciences dissertation in Almaty on the topic “Socio-Political Activities of Aryngazy Abilgazyuly (1786–1833).”
In 2010, she defended her Doctor of Sciences dissertation in Oral on the topic “The Formation and Activities of the Orenburg Scientific Archival Commission (1887–1918)” in the specialty 07.00.02 – National History (History of the Republic of Kazakhstan).
Research areas: The main scientific research of Ulzhan Tolegenkyzy is devoted to historical events of the 18th–20th centuries. These include studies of the history of medieval statehood, including research related to the city of Saraishyk, the political history, economy, and social conditions of the Kazakh Khanate, movements against the policies of the Russian state in Kazakh lands, the history of Kazakh statehood, biographical studies, scientific research of the Tsarist Russian government aimed at colonizing Kazakhstan, the history of the Orenburg Scientific Archival Commission, Kazakh enlighteners who participated in its work and their efforts to revive statehood in the 20th century, the history of repression and the Gulag system in Soviet Kazakhstan, regional history studies, and other research related to Kazakh history. Ulzhan Tolegenkyzy is an accredited scientist as a subject of scientific and technical activity, certificate series MK No. 002055.

1. Scientific supervisor of the state grant project of M. Utemisov West Kazakhstan University “Scientific Societies and Institutions that Studied Kazakhstan in the 18th–20th Centuries: History, Research Directions, and Significance,” implemented within the framework of grant funding of the Science Committee of the Ministry of Education and Science of the Republic of Kazakhstan for 2012–2014.
2. Member of the research project led by Doctor of Historical Sciences, Professor Ä.K. Mukhtar “Institutions of Biys, Batyrs, Tarkhans, Yasauyls, and Khojas in the Structure of the Kazakh Khanate: Their Functions and Decline (15th–19th Centuries),” funded by the Science Committee of the Ministry of Education and Science of the Republic of Kazakhstan (2018–2020).
3. Scientific supervisor of the grant-funded research project of the “Saraishyk State Historical and Cultural Museum-Reserve” under the Science Committee of the Ministry of Education and Science of the Republic of Kazakhstan “Prorva and Astrakhan Camps in the Gulag System: History, Memory, Lessons (1932–1950)” for 2020–2022.
4. Scientific supervisor of the program-targeted funded scientific and technical program of the “Saraishyk State Historical and Cultural Museum-Reserve” under the Committee of Culture of the Ministry of Culture and Information of the Republic of Kazakhstan “Golden Horde Cities, Ancient Caravan Routes and Caravanserais in the Western Region of Kazakhstan: Interdisciplinary Studies (13th–15th Centuries)” for 2021–2023.
5. Scientific supervisor of the program-targeted funded scientific program of the “Saraishyk State Historical and Cultural Museum-Reserve” under the Committee of Culture of the Ministry of Culture and Information of the Republic of Kazakhstan “The Golden Horde Monuments of Saraishyk, Ushkan, Ashysai, Karagaily in the Context of Historical and Cultural Heritage (13th–15th Centuries)” for 2023–2025.
